Krysten Carter Holloway, President-elect of The Board of Pensions of the Presbyterian Church (U.S.A.), is an accomplished executive with more than 20 years in the healthcare industry, a former member of the agency’s Board of Directors, and a lifelong Presbyterian. Her election marks a historic milestone for the agency, as she will be the first African American woman and the first person of color to lead the national agency upon confirmation at the 227th General Assembly (2026).
Holloway, who has followed a career path of mission-centered impact, joins the agency from the nonprofit Blue Cross and Blue Shield of Alabama. Her experience spans healthcare consulting, pharmaceutical sales, hospital administration, and the insurance sector, equipping her with a comprehensive understanding of the full continuum of care and the systems that support it.
At Blue Cross and Blue Shield, Holloway led the implementation, governance oversight, and operational readiness of complex and government-regulated healthcare benefits programs for national employer groups with 1,000 or more employees. She brings a clear understanding of the evolving healthcare landscape — including cost pressures, access challenges, and market shifts — and the leadership skills needed to translate that insight into strategic direction.
Partnering with executive leadership across finance, operations, information technology, legal, and product development, Holloway has aligned benefits delivery with organizational strategy and financial sustainability through a collaborative and inclusive approach. As President of the agency, whose operations have grown increasingly complex in the past 12 years, Holloway will lead highly skilled disciplines to ensure the development and execution of strategic initiatives that support Benefits Plan members and employers.
Holloway’s election affirms her deep dedication to supporting those who serve the Church, as well as her ability to lead with both purpose and performance. Before her resignation on May 11, 2026, she served four years on the agency’s Board of Directors. She was the Second Vice Chairperson of the Board of Directors and served as a member of the Executive, Assistance and Church Engagement, Board Development and Governance, Healthcare, and Legal committees.
As a Director, Holloway’s commitment to the agency’s mission of offering benefits that support holistic well-being deepened. Through her leadership, she will uphold the agency’s values of faithful stewardship and accountability, ensuring that commitments are kept to current, future, and past plan members and their families. She also shares the PC(USA)’s commitment to diversity, equity, and inclusion and supports the agency’s culture of belonging.
An Alabama native, Holloway grew up in Birmingham’s Westminster Presbyterian Church. Her father, the Reverend Dr. Clyde L. Carter, served as Westminster’s third pastor, following in the pulpit the father of former U.S. Secretary of State Condoleezza Rice, the Reverend John Rice, Jr.
Holloway’s father ordained and installed her as a Ruling Elder at Westminster, where she has served on the Witness and Evangelism and Stewardship committees. Holloway’s mother, Eva O. Carter, served as Moderator of the Presbytery of Sheppards and Lapsley and is a former member of the agency’s Board of Directors.

Holloway holds a Bachelor of Arts in social work from Hampton University, Hampton, Virginia, and a Master of Health Services Administration from the University of Kansas, Lawrence, Kansas. She is the mother of two children.
