Michael F. Fallon Jr., EVP and COO, retiring after 39 years
October 12, 2026

After a remarkable career spanning nearly four decades of service, Michael F. Fallon Jr., Executive Vice President and Chief Operating Officer, will retire from The Board of Pensions of the Presbyterian Church (U.S.A.) at the end of 2026. His legacy is one of strong financial stewardship and great organizational leadership.
“The agency of today is vastly different from the one Mike joined years ago,” said Krysten Carter Holloway, President and CEO. “We are a stronger organization, and he helped make it so. But he also leaves us with a legacy of deep loyalty to our mission and our staff.”
A graduate of Villanova University, Fallon is a certified public accountant and certified employee benefits specialist. He began his Board of Pensions career in 1988 as Director of Internal Audit, establishing an internal audit department and, later that year, changing roles to lead the Finance team. He became Chief Financial Officer and Vice President of Finance in 2001, Executive Vice President in 2016, and COO in 2025.
In 1988, the Board of Pensions was administering the fledgling Benefits Plan of the PC(USA). The plan had taken effect just one year earlier, the product of the 1983 denominational reunion. Today, the agency partners with PC(USA) congregations and affiliate employers to deliver comprehensive benefits and programming that support the holistic well-being of 60,000 individuals. Fallon was instrumental in stewarding the agency’s growing resources to support robust benefits, assistance, and education.
“Mike’s knowledge of the agency’s finances has helped me tremendously, and I’ll always be grateful for his support,” said Executive Vice President Staci M. Wilhelm, who joined the Board of Pensions as Deputy CFO and succeeded Fallon as CFO. “His contribution to the Board’s financial strength is foundational,” she said. “Today, we are leveraging that strength to meet the evolving needs of the Church and of plan members.”
Over the last six years, Fallon has also led organizational strategy and information technology. Working together, he and Executive Vice President Douglas P. Batezel, Information Technology, led a multiyear, multimillion-dollar project moving all systems to the cloud, replacing all business systems, enhancing security, establishing a data analytics function, and developing a five-year plan, positioning the agency well for the future.
“Technology transformation requires a tremendous amount of effort and collaboration,” Batezel said. “Mike’s support and partnership throughout this journey were greatly appreciated and helped make these important advancements possible. His contributions will have a lasting impact on the agency.”
"I’m proud to have been part of the Board’s evolution, and leave knowing we have strong leadership, finances, systems, and staff.” Fallon said. “The agency has a unique mission and great stewardship responsibilities. I am confident that Krysten and the leadership team will continue to rise to meet those responsibilities and the evolving needs of members.”
